12: The deadly collapse of a high-rise beachfront condominium in Miami has rocked the US city, and reverberated around the world. Among the dead and missing are people with ties to countries including Argentina, Chile, Colombia, Cuba, Israel, Paraguay, and the Philippines. The US has already expedited visas for family members of the victims from at least 12 countries.

Fighters from the M23 rebel group in northeastern Congo have been targeting civilians in violation of a July ceasefire agreement, according to the Southern African Development Community, whose peacekeeping mandate was extended by a year on Wednesday.
