Will Sebastian Kurz be able to form a government in Austria?

Yes, I think he will. His People's Party did substantially better than expected. The FPÖ, the nationalist right, did worse than expected. The Greens did well. So, he has to make the choice whether to form a government with the Greens, which is attractive. But there is a lot in terms of migration and environmental policy that divides the parties. Or go back to FPÖ, the nationalist right, and see if that works. That's going to be a tough choice.
